I came across this page while searching for something else, and it cracked me up.
It's a federal offense to be in possesion of bird feathers, people!!!

So if you wanna know WHY the USFWS prohibits the collection of raptor feathers, this is how it was explained to me by my boss...it's because you can't prove that you didn't kill the bird in order to get the feathers, and you need a scientific collecting permit to collect any bird (dead or alive). :) I was allowed to collect everything non-special status in the state except birds...they ARE loons.
And don't forget:
