this is not the way it should work

The baby has begun arbitrarily screaming, really loud.
It can mean that she's upset but often it's just a statement as if to say "Hey, I can scream."
I realize lots of children scream. But those kids know the word "no," or the concept of "if you keep screaming, I will _____."
But she doesn't.
I think I'm losing my hearing.
